Georgia Central Ry. engines get both heavy and light repairs at its Lyons, Ga. engine shop. Some parts of GC date back to the late 1800s. Railroads with names like Savannah, Americus & Montgomery; Macon, Dublin & Savannah, and Central of Georgia are some of its predecessors. The blue flag tells everyone the engines on the affected track - in this case, all of them - the engines cannot be moved.
