ex-DL&W E8 816 leads the 1st section of the last westbound Phoebe Snow approaching Owego. Note the semaphore arm has yet to drop. The first section had roughly 6-7 cars with the business car of EL's President William White on the marker (the Phoebe's iconic Budd Tavern Lounge Observation was used on the 2nd section).
