The Day the Hell Gate Bridge Route 'Went to Hell'

On Wednesday, Sept 7th Amtrak experienced serious power supply problems between Penn Station in New York and the former New Haven station in New Rochelle. That is essentially the Hell Gate Bridge Route that was affected.
Here we AMTK 618 (ACS-64) arriving at Kingston Station with train 172, due at 2:06 p.m., at about 5:00 p.m. For 10 or so minutes before train 172 stopped to pick up the lone passenger walking from the station toward the train, the agent repeatedly announced that train 172 would honor northbound tickets regardless of the train on which they were originally reserved. Even with that leniency I saw no other passengers on the platform, although some may have emerged as 172 blocked my view.
Acela train 2160 was able to pass here only about 10 minutes late, but only because Amtrak found an Acela set in New Haven somehow and 2160 resumed operation from that point with only a slight delay. I have no idea if passengers from points south of New York were somehow magically delivered to New Haven or if the New Haven-Boston segment handled only New England passengers.
