2 Kingston Interlockings?

AMTK 291 and a fellow F40PH lead a westbound Northeast Regional on track 2 past the crossovers of the old Kingston Interlocking. The crossovers for the new, high speed Kingston Interlocking are already in place beyond the signals behind this train. This train is too short to require 2 F40's to reach New Haven. I suspect that instead of adding the 2nd unit for power, it was added for further heating capacity during a cold spell, as this 7-car train is not exceptionally long and several trains around this time drew 2 units.
