Given that NS has been recently adding certain SD60E locomotives as leader on 22K at Binghamton because they feature PTC that is compatible with MBTA's ACSES system (as well as NS and CP I-ETMS system), it seems odd to see a D9 leading here after just exiting MBTA track at CPF-WL!
