Conrail UPS pig train at Owego

It's September 1976, 5 months after C-Day, and a westbound Conrail pig train with UPS trailers passes mp236 at Owego led by a pair of ex-PC SD40s and an ex-PRR SD35. I'm a bit confused why this train is operating here at this date as my impression was that Conrail moved through road trains like this off the EL and onto the ex-NYC or ex-PRR mainlines. The Southern Tier, once home to 30 daily EL freights, did not thrive under Conrail ownership.
