Unusual Afternoon in West Kingston, RI - No 1 - Trains 164 and 2252

Train 164 had completed its stop at Kingston Station before Acela train 2259 headed west (previous photo posted). Train 2252 was already approaching Kingston as 164 rolled slow east waiting for a signal allowing it to cross over to track 1 behind 2259, leaving 2252 a clear track on track 2 with a straight move through Kingston Interlocking. This is exactly the situation that the new Track 3 at Kingston was designed to alleviate, but, for whatever reason, train 164 was kept on Track 2, forcing train 2252 to slow to a walk to remain behind it until train 164 complete its crossover move at Kingston to head east on Track 1 and 2252 could have track 2 to itself.
