Acela 2009, operating as train 2154, passes through Kingston on Track 1. With train 173 operating west of track 2, track 1 was the 1st track available as train 2163 should have been clear of High St. interlocking in Westerly shortly after 173 was on the move west from Kingston. The new Liberty interlocking does not have a full set of crossovers, so it could not be used to get 173 back over on track 1.
