Bridge Maintenance

Workers on the Cape Cod Canal Railroad Bridge can be seen on the left side of the span. This is in preparation for repainting the bridge. On a side note, this bridge had a bridge strike last night by the cruise ship Viking Star. The ship has a height of 131.23 feet above the water line and the bridge clearance is 135 feet. A bridge inspection showed only paint scraping and the bridge is reported as ok.

So what went wrong? Was the bridge not all the way up? Or was the tide higher than anticipated? Or was there something on top of the ship they forgot to factor in when calculating it's height?
