Never saw one of these before!

It appears to be a large blower fan mounted on a removable frame (note the lifting eyes on the steel beams making up the blower deck. This in turn is set on a short railway car. I assume it would be used to evacuate smoke out of tunnels following a fire.

Strangely, the blower housing carries a different number than the car.

But even more unusual is the fact it is built on a European 4 wheel flatcar chassis:
