This looks very similar to the CTC board that I saw in Salt Lake City in 1963 on the D&RGW when I worked on their signal crew pulling in CTC code wire over the western side of the Wasatch between Provo and Soldier Summit. Instead of levermen at the helm, though, there was the dispatcher.
