Plenty of trains, but nothing moving!

Started out at Rockingham Junction heading for Dover around 1:00. Pleased to see a train waiting to head toward Maine, but figured it would start moving once the Downeaster cleared. Only action at Rockingham was repair work to wheels of this box car on the Portsmouth line.
