NJT from the AirOver NE Philly in the middle of the park where the tracks cross over it, if you look closely you can see a NJT train that was moving FAST (compared to the traffic on I-95 next to it. Star shaped building is a prison. In the middle of I-95 is the Market Frankford EL, on it's way to the Bridge and Pratt terminal further up in NE Philly

This might be a NJT train, but the train is past the point where it could head to Atlantic City*. You are looking at is the main stem of the PRR (NEC) at Holmesburg Junction. The Delair Bridge connection (SHORE tower) is about one mile southwest of this view (i.e. to the left): if the the train was Diesel-powered, it could have been a maintenance run, returning the NJT equipment to the Meadows facility for inspection from its "isolated" 30th St - Atlantic City runs (why NJT doesn't contract Amtrak to maintain these equipment sets at 30th St just demonstrates the diseconomies associated with the Balkanization of the former PRR).
*For purists: it would be possible for this train to go to Trenton, and come back down to Camden on the east bank of the Delaware to get to Atlantic City (the route of The Nellie Bly).
