683 through Rigby

What was described as 683 whips through Rigby on the flyby at around 1400, with cabbage 90214 and P42 111. A westbound RURJ also passed about six minutes before this, also on the flyby. I thought GRS wasn't supposed to use this? Again, sorry for poor quality.
