What is this machine???? Anyone know?

[Archive Maintainer Note: NERAIL list member Ian MacMillan reports that this is a Pettibone Track Crane. Conrail used to use these duuring MOW work when things needed to only be lifted a few feet and or dragged from some place. Paul Egan adds that this is also known as a "speedswing"]
