This is the Perma Treat Plant in Middlefield, CT. Owned by the Guilford railroad corp...it makes railroad ties. It is adjacent to the Airline (Middletown) Branch of the P&W. You can see a pile of logs to the left of the STOP sign and a pile of untreated ties to the right.
