This looks like steam engine 410 that is now on display at Lowell National Historic Park in Lowell MA. I know it was saved from Billerica and cosmetically restored in Lowell. I was there when the park service placed the loco on the display track. John Foley

It is B&M 410, now cosmetically restored and on display in Lowell. MA.
