former NYC RPO routes had been discontinued but bulk mail was still being handled in FlexVan service.That may explain this impressive four unit lashup of E7 A and B units and an E8A.

The Flexi-Van mail trains typically got 4-unit sets of Es in PC years. Looks like they are backing down toward the Post Office building too.
