Lehigh Valley Potpourri 3: Auburn branch local switching

The RS3 leading an Auburn branch local has just dropped its caboose at the yard in Owego to pick up a couple of freight cars before heading home to Sayre in the late afternoon. Why is that rickety looking yard track so super-elevated?
