Pennsy Car Float Being Loaded

Elevated control cabins on these Pennsylvania car floats. I have never seen photos of car floats such as these. This terminal was along side the RT13 Ocean Highway in Norfolk, VA, which carried traffic across the mouth of the Chesapeake Bay in the days before the Bridge-Tunnel.
