AMTK 97 on Westbound Pennsylvanian at Lewistown, PA

AMTK 97 P42DC) leads the westbound Pennsylvanian into Lewistown, PA wearing a paint scheme not worn by any of Amtrak's Heritage units but worn by the earlier P42's at the time of delivery. I guess that makes this phase 3.5? It certainly is neither phase III nor phase IV.
